Oh gosh, that outfit's based on the "Fashionable" outfit that Bowser had in the Kyary Pamyu Pamyu New Nintendo 3DS commercial, isn't it?

Just the jacket/overshirt isn't opened up (and thus we can't see the white shirt) and he's not wearing glasses.
