I got to do a bit of experimentation with this one. I got some textures from http://www.mayang.com
The background was there, as well as the texture for the skin (I used the stamp tool on a picture of skin on the bottom of a foot, and lowered the opacity). :3

You can see a blown-up version of the reference I used in the bottom-right of the image. It's the Devil sprite from Castlevania: Circle of the Moon on the GAMEBOY Advance.
