Judas's country went through a civil war when he was young. This is Judas in his early twenties, so he's tall (6'8" / 2.06m), but doesn't start really bulking up until a few years later. By the time he reaches his full size he is an absolute TANK who could pulp you without using his cybernetic limbs.
Prosthetics are a big part of his culture, so it's possible he didn't "lose" either of his limbs, and just got them replaced because it's something people do in his country. As he bulked up he gradually got his prosthetics upgraded or replaced, to keep up with his natural proportions.
