If your mission is to kill rampant mutants, and you're paid to kill said rampant creatures, does that make you a bounty hunter? Anessi's shadowy employers are a bit more stringent than to allow the mutant dragon to freelance their mercenary services, especially given the feral creature's tendency to "Let Loose". The mask helps stabilize Anessi's own rampancy by keeping him relatively "calm." But you probably couldn't tell by looking at him.
