A short time later the enterprice was attack by another spacecraft that selfdestruct befor the enterprice could firer back. Annother alien teleport on bord that seam to be related with the alien they have at the med station. He explain that he was a cop. His name was "Bele", his mission was to arrest Lokai and that on there both homeworld, the gov sue him for riot and terrorist and he hunt him for centurys. They are some heavy debat between those two aliens condem one that they are only slaves for the other. and that the other have help them to find a reason in living. That debat quick escalated in violance between them and the security must split them.
Kirk explain that, after his mission to deliver medical support on a federal colonie, he well both bring back.
Bele was not ok with that and hack the ship controll. Kirk as last option treaten to use the selfedistruction of the ship and even input 2 of the 3 needed comand codes.

When the final arive at the homeworld the found the planet death. a big war have kill every life on this world and Lokai and Bele were the last members of there civilisations.
the both beam down from diffrent tranzporter to most liked kill each other...
What the relevance with your picture. the diffrent between the 2 aliens were that lokai was on the right side compleet black and splitted in the mid on the left compleeet white.
and Bele was on the right side white and on the left side black. Like your picture...
