You know my cousin has went through this since grade school.. He never liked not having hair.
I never liked having too much that inch every second, I was embarrassed scratching myself in public when others thought mine was sticking out and I tried to hide it. You know don't let it get down to you. Not all hair goes in the right places, I learned its first nervous feelings in your stomach when you don't have it but sometimes we age different, you have to give time.. It'll come, if not find a way to ask a doctor your hair age to know when it will grow.
