Up next in the Team Katswell Character Guide is a retired TUFF agent who now owns a bagel shop in Petropolis and an old friend of Kitty's father, Stephen Seagull.

Being a former TUFF agent, Stephen is a well-trained martial artist, and a skilled investigator. His specialty is swimming, and can hold his breath underwater for about a half-hour. Now retired, Stephen is a whiz at baking the perfect bagel, and has a creative mind, coming up with unique and creative bagel sandwiches to satisfy ever customer's pallet.

Bio:
Stephen Seagull was born in Astoria, Oregon to a grain farmer who was struggling with money. He was unsure what to do with the grains he harvested, so Stephen suggested that they use them to bake bagels for the hungry masses. So, he got to work, grinding the grains into dough, and trying different shapes to make his bagels stand out in a way. After a few experiments, Stephen and his family presented their bagels to the public, and they were a big hit. Then, throughout his childhood, his family sold more than 20,000 bagels throughout the state.
Eventually, Stephen got bored of making bagels, and decided to join the Turbo Undercover Fighting Force to become a crime-fighter. So, after graduating from high school, he packed up his stuff, and headed for TUFF Academy. During his time there, Stephen discovered that he was a very good swimmer after being accidentally knocked into the pool during a swimming class. He got so good, that he even joined the Academy's swimming team. After he graduated, he was then enlisted in TUFF's Petropolis wing as a frogman, and it was how he came across Sean Connery Katswell.
The two became good friends, and Stephen was put on the same team as Sean, along with Snaptrap, King, and Ice Claws' father Isaac. Together, the five of them were able to put TUFF on the map, making it a household name throughout the world. Stephen was recognized as a hero to all, and he couldn't be more pleased with himself. But, he still longs for the day that he could return to his bagel-baking roots, and open a bagel shop in Petropolis.
But, two days after Kitty was born, Snaptrap betrayed Sean, and ratted out TUFF's old headquarters to General Guar. After hearing that Guar killed his friend, Stephen was distraught by this. So, when TUFF had to build a new HQ, Stephen decided to turn in his TUFF badge, and retire from the force. He then used his TUFF paychecks to finally open his own bagel shop, and continue making bagels with his family's recipe. Called "Seagull's Bagels," the shop became a hopping place, and it soon became a common hangout for Kitty and the rest of Team Katswell to go between missions. They were such regulars there, that Stephen decided to dub his shop "The Official Bagel Shop of the Turbo Undercover Fighting Force," but never went back to crime-fighting because he was happy making bagels.

Personality & Traits:
Stephen is very friendly and uptight, always happy serving his customers what they want, and making sure they're always satisfied. When he was a TUFF agent, though, he was basically the voice of reason within his team, trying to get them to compromise over something making sure they're on even terms with one another. This trait seemed to carry on when he retired, as he tries to make sure he pleases his customers' needs. So, Stephen is a nice guy, but he's quick to make a compromise with anyone.
When he worked at TUFF, Stephen was very close to Sean Connery Katswell, and even after his death, he still remained particularly close to the Katswell family. Since Kitty and Team Katswell started visiting his shop regularly, he's gotten close to them, even offering a TUFF agent discount on all his products just for them and their allies. But, he still never forgave Snaptrap after he betrayed TUFF, and joined DOOM, becoming one of the city's most wanted criminals.
However, while he tends to be patient, Stephen appreciates it if his customers be just as such. He doesn't like it when his customers rush him on their orders, as he's afraid to start all over again from scratch on his work. He likes everything to be perfect for his customers, so rushing him makes him a bit agitated and cranky. But, he's still very patient, and Stephen likes to make sure that his customers AND Team Katswell are satisfied with what they get.
