Ironic propaganda, I take it? The powers that be in that town have killed and tortured people for archaic and backward-minded laws, and yet the pious leaders would have every citizen believe that people like the Conjuror are the true murderers and deviants, regardless of how many people those same leaders have slain based on their own. Even the victims who have endured such savage abuse buys into it because it's how their environment has always been.
