
Note. To the best of my knowledge this is not based on any existing Fallout Equestria storyline, nor does it follow any particular plot in Fallout 4. This is just the narrative that popped into my head as I worked on this piece.
Amber followed the young earth pony stallion up the wooden stairs and then down a short hallway until they came to a halt in front of a heavy wooden door. The stallion rapped on the door several times. After a couple seconds a female voice can from behind the door.
"Yes?"
"Um, ma'am. It's Amber from Stable 69. He's arrived for his 4pm appointment. "
"Send him in."
The young stallion opened the door and then turned aside to allow the pony/dragon hybrid to entry to the room. Then he closed it behind Amber.
Sitting with her hooves up on a bullet-hole decorated wooden desk was a relatively small, middle aged, earth pony mare. Amber was certain that in her youth this pale tan mare would've been stunning, and even at her current age she was still quite a looker. The only thing spoiling her appearance was a several large, jagged, nasty look scars on her right arm and right side of her face. Fortunately her right eye had been spared the violence.
The mare was in the process of running cleaning patches through the bore and cylinder chambers of a break-action, shrouded hammer, double action revolver. Soiled patches were strewn across the top the desk along with various pieces of cleaning equipment. A box of .38 cartridges, a battered 3 ring binder, a tattered and taped together collection of pieces of paper, kept a bottle of whiskey and full shot glass company. Without stopping her cleaning the mare spoke.
"Good afternoon Amber." She tilted her head toward a chair in front of her desk. "Have a seat. You want a drink?"
Amber settled himself into chair and then nodded his head. "Yes ma'am."
The mare chuckled. "No need to be so formal dear. Mayor will do just fine." She pulled up a desk drawer open and produced a shot glass; then quickly she poured Amber a couple ounces of the deep golden color liquor. With that task completed she resumed her gun cleaning. As she did the Mayor spoke.
"So dear. According to Applejack Link and Rainbow Dash Link you're the acting representative for Stable 69, and your stable is looking to enter into a business relationship with Sweet Apple Acres and several of the others farms in the Ponyville area to purchase a certain percentage of their annual crops."
Satisfied with what the cleaning patches told her, the Mayor picked up a cleaning cloth begun wipe down the exterior surfaces of the revolver. She continued speaking.
"Now I cannot directly intervene with any legitimate business relationship these farmers sign into with Stable 69. So long as these farms can continue provide for the needs of Ponyville and the surrounding communities we've got written arrangements with. However, my word and opinion does carry a far bit of weight with ponies around here. So. If you want my blessing in this enterprise I want something besides just caps for the community."
Amber took a sip of his whiskey. Then he looked the mare in the eyes. "Okay. What would that be?"
The mare's sapphire blue eyes seemed to be boring into Amber's head. Without breaking eye contact the mare took a sip of her whiskey. Then she started loading cartridges into the cylinder. "Rumor has it that Stable 69 still has a fully functioning fabrication facility. I want Ponyville to have access to it for a particular project."
"And that project would be..?" Amber continued to sip his whiskey.
The mayor looked down at the taped together collection of tattered paper lying on her desk. "Ponyville technically has two deep, clean, freshwater sources that we've been unable to access for the past 30 years because the pumps that accessed them were destroyed by raiders. Every attempt to repair or replace them has ended in failure! If this community is going to grow we need access to those water sources!"
She finished loading the revolver and slowly closed the action. Then she set it on the desktop. With that accomplished she picked up the battered binder.
"After much searching, trading, and outright bribery I've been able to obtain the technical package and blueprints for our model of pump. I want Stable 69 to build those pumps for Ponyville." She set the binder back down poured herself some more whiskey. "So Amber. What do you say?"
Amber smiled and finished his whiskey. "Mayor. I'll need to arrange things things with Overmare Rarity Link, but I see no reason why your community's needs couldn't be taken care of."
The mare refilled Amber's. "Well alright then! Let's drink to it!" Then she slammed the contents of the shot glass back.

Probably a snub nosed Enfield revolver. Double action only model, you can tell by the lack of an exposed hammer. I used to collect incomplete or broken firearms to rebuild as kind of a hobby. One of them was a poorly modified snub nosed Enfield just like that one.
Actually it was inspired by several different, custom, S&W New Departure Hammerless Safety revolvers I've encountered over the years. Link
True the Smith & Wesson discontinued production of the Hammerless Safety in 1940. However I remember routinely encountering them at shooting ranges and gun shops in the 1970s. Also for any of my FoE pictures I try to select weapons designs from the mid 1960s or earlier to help keep that retro vibe of the game.
I thought about giving the Mayor a J-frame S&W like the Model 36, shrouded hammer Model 49, or an enclosed hammer Model 40. I also considered a small frame Colt like a Detective Special, Banker Special, or Cobra either with a bobbed hammer or hammer shroud, but I liked the look of the break frame hammerless S&Ws so I went with that. It's strictly a matter aesthetics of and rule-of-cool.
