Legendary beasts, not dogs.
And it is supposed to be based on a blue wolf of leopard like creature.
Many have speculated that it is actually cheetah like since it is supposed to be very fast running.

no, its not. suicune, raikou and entei are legendary cats. entei for example is obviously a lion^^
rikou is a sabertooth tiger and suicune is a cheetah.

I dont think they really fit into a family of cats or dogs, they are just pokemon which could be a hybrid of ANYTHING. I do like seeing people's representations of certain pokemon though! Like seeing the evee evolutions as both cats and dogs :)
