Ah, it's a joke among people who enjoy Japanese adult art, called "hentai". Typically the male protagonist of these adult stories has a hair cut that covers their eyes. This is because it is easier to draw the male, making for a faster turnaround time. Especially important for these "comics" and animations. A lot of them look the same because their eyes are covered with a similar hair cut, and a lot of the stories usually involve some force, or rape. That is why "No one is safe now."
