After months to years of training, one can understand why he may feel a little proud of the handiwork that is his mind and body. His psionics capabilities are incredible, and the way he works with handguns one would assume they’re almost an extension of himself. Fielding is immediately recommended.

Nah, probably more of an enhancement of one's natural ability (more still hands, further sight for targets, quicker reflexes, etc.) mixed with a little bit of what System Shock 2 had going on (basically magic but with a cool 90's future science vibe)

Good point, I never played / read it but I imagine Shadowrun probably also kinda rolls like that, considering what it looks like to an outsider.
