This one is part brush/stock texture and part hand-painted, although the process I find is similar (here's an example where it's 100% painted https://www.furaffinity.net/view/27952381/ - there are others but this is just the one I always think of). If you're painting from scratch, it's really just making weirdo solid ribbons squiggling where you like, then a process of "shaping" them with a combination of the blur tool and the eraser to get that semi-transparent look. I'll often paint in a ribbon, erase some bits away, push stuff around with the blur tool until I like the shape, and refine/repeat the process over and over with painting, erasing, blurring/smudging in some repeated combination.
