This is Cassandra or Cassy of the animated series Ultimate Book of Spells being bound and gagged in a classic chair tie.

Cassy is one of the three main characters of the show, along with Gus and Verne, who uses UBOS to travel to center of the Earth to stop Zarlak, a evil dark wizard.

Cassy is the leader of the trio who has a soft spot for animals and flowers but can become angry when taunted and when someone insults her family. Her ambition is to become a sorceress, as sorceresses are far superior to witches.

She also wishes to become a trained healer, because she thinks it to be very rewarding. It is revealed in "Three is a Charm" that she is the great-granddaughter of the great wizard who defeated and banished Zarlack. She is also a master piloton of the 'Scoot Zoomer', the means of transport for many students. Cassy's family symbol is a purple diamond.

When her shadow was taken she became evil and destructive. Then later she became silly and wanted pillow fights.

Ultimate Book of Spells is a 2001-2002 Canadian-German children's animated television series produced by BKN International. It ran for 26 episodes.

Inspired by the popular Harry Potter book and movie series, the show presents a trio of "wizards-in-training" at an enchanted private school run by Miss Crystalgazer. Cassy is a junior witch, Gus is a half-elf/half-human junior wizard, and Verne is a promising "mortie", i.e. a non-magical human. With the guidance of the talking Ultimate Book of Spells (aka UBOS), the three have to battle the evil wizard Zarlak, who's trying to steal all of the world's spells.
