He's essentially a relic from the past and has either taken so many hits to the head, or his system is so flooded with booze that he's convinced that Mother Russia is still in an arms race with America. Due to his armor and mental state he is considered a very large threat.
He makes frequent trips 'over the pond' to stir up trouble and let the west know who the boss is.
