- Lawrence Limburger (Biker Mice From Mars). Limburger was one of the very first villains I became a fan of and for numerous reasons. The plutarkians in general are an interesting specimen since they are fish-like aliens and they are also all named after cheeses (most of them are anyway), and to me they're technically aren't entirely evil, they just have a toxic leader problem that's all. I know some people on here think of anthro sharks that look like the fish version of the tiger dancers from Zootopia when it comes to fish-people, but to me I always picture fish-people of any kind including in transformations to either be Gill-Mensque, Mer-Folk, Abe Sapien-esque, Lovecraft-inspired or Plutarkians. I definitely see anthro fish of any kind resembling plutarkians or Abe Sapien more than superbuff shark-people to be honest. And it's easy to see why I like the character of Limburger so much, he's an extremely intelligent plutarkian who has a bit of bad luck regarding his henchmen (especially one particular henchman who always seems to mess up and drips oil all over the place) and even worse luck regarding his building (which always gets destroyed) and also is in a rivalry with a certain trio of mice on motorcycles.
- Joe (Help I'm A Fish). Originally a pilot fish who drinks a potion and becomes highly intelligent, he truly is one of a kind. Also the way he is defeated is pretty dark, after all he is tricked into drinking more of the potion and once he becomes humanoid he becomes unable to breathe underwater and drowns. Also he's voiced by the late Alan Rickman, did I mention his villain song is very mesmerizing? Well I just have, also I definitely think he has a point, after all, humans as a species along with other creatures eat fish almost regularly...so it's only natural that he would want revenge.

- Seahorse Dad (Bojack Horseman). And the babies as well, aaaaw.

- Black Puddle Queen (Courage The Cowardly Dog). I count her as a fish-person because she is aquatic and also when she is all monstrous she has teeth like an anglerfish, plus she's kind of an evil mermaid as well.
