This is him being possessed by Fang; since they're around eachother pretty much all the time on their adventures, Fang chooses Ciel to be his main energy source. Though Ciel is hungry and tired most of the time, so he's maybe not the best for energy.

He likes acting more Wacky when possessing him sometimes, because he thinks it's funny for Ciel to act out of character. [:
