If it takes too long to do something like this for a comic panel (which omg i cant even imagine shading that much stuff like this) maybe you should try simplifying it down to very simply shaded, or no shading/minimal shading. You can still capture intense lighting and mood without all the dark blended shades.
Other than that, this is fantastic, I love the shine on his little scooter and his clothes <3
