The creators of Zootopia left the Domestic Dogs and Cats out.... The reasoning was there are no humans.... No humans no domestication of wolfs or cats.... You may see some minor variances in the K9's but not to the extent of what humans did with selective breeding... Now for the sheep and pigs, I think the creators of Zootopia didn't realize they were Domestic animals or... The sheep and pigs are an ex slave race... Selectively bred by predators for food labor and materials like leather and wool.... It would explain why the sheep and pigs are way more hostile then the other prey animals... Its a great art piece... It would fit in great with Talespin.
