About the scenario, it is among the anthro LotR doodles I did times ago, while the recent experiment is the dark background

Still with some of the ancient splendour of their kingly robes but now tattered and worn and regal majesty gone to a more feral and bestial state. The nazgul as anthro wolves is rather fitting considering the two sides that humans have seen them both as noble and as savage, the nazgul going from the former to the latter after their corruption.
Though it might not have worked out as you wished, I think it works very well for conveying that moment from the books, captures a very ominous mood and I love the depiction of the nazgul.

Although the Nazghul were humans once, they are in my anthro versions dogs while wolves and hyenas are the pendant for Orcs.
Since the Nazghul once were kings from numenoran origin, their dog breed would be a Malamute Husky. Though them being simple ghosts, their features now resemble more wolves
So in short the description is not wrong in itself.^^

They...kinda have that ghostly feel to them...you may not have colored it but I can strangely feel the cold air or their cold ethereal bodies on my skin. Like....literally the instant I looked at it closer I felt the chills.
