Hawkeye definitely knew something was up at the time Steve Rogers and Agent Carter got those updates, he could tell that whoever was signing them up for that mission and given those updates had some ulterior motives behind the operation, going undercover himself he decided to take a look...ultimately of course, he found that a certain doctor named Cocteau was behind this and thought to put a stop to it before being transformed himself...a couple of hours later, he emerged as Edgar Friendly and he was eager to uncover more.
