In simple, The Voi are a fox like mammalian species who had been created to be a species of Engineering Savants. When their Creator Empire fell and the Voi found themselves on a hostile world, they had to adapt and learn to survive. Their technology and society in general having been in a cycle of rising only to fall for many millennia. Eventually, like all species, they banded together to become a space-fairing empire once more. Putting their vast engineering abilities to the test again and again. Craving out their own slice of territory in the Hostile galaxy they call home. For the Voi, there is no greater challenge than the Megastructures. No greater challenge than taming a Star with Dyson Spheres or Star Lifters. The Voi have a simple and efficient mindset, making their bureaucracy highly efficient and automated. For why spend time making things difficult when there is fun engineering challenges to be had?

This mindset translated into the layout of their cities. Build tall, efficient cities. Ones which are nigh impossible to raid. For the city's glory is reflected upon the people who live inside it.
