I imagine it would have to have an adhesive for smaller chests, at least in this style. There could also be bib-style tank tops that have weights to keep them covering the chest... hmmm

hmm, interesting concept but if you move around a lot the weights could just propel the fabric higher.

It's not exactly a bikini anymore but how about this: a long sling that drapes over the neck, crosses over the chest in an X, then clips into the bottoms, kinda like suspenders.
