Monroe is just depressurizing that's all~ I gave a him a gas mask feature since his main power source is a tiny plant that he maintains in his body. The mask is to make sure he doesn't inhale his own exhaust which would damage the plant (aka Bertha) which would result in a total irreversible meltdown, which is basically permanent death for him.
