Yeah. They're from Deltarune(a game made by the same guy who made Undertale, but they're supposedly unrelated, but they have some of the same characters at least in the light world). Deltarune Chapter 2 to be exact.

It's a monster from Deltarune Chapter 2 called a "Werewire". People are transformed into them by the wire that attaches to the victim's face.
