You don't need those special giant scissors to do ribbon-cutting opening ceremonies, just invite Loranna and tell her to bring hers. Sure, it probably constitutes a safety hazard for everyone else, but it's all just part of the job at the Yotakra DOT. Highway 25 is a bypass whose southern portion does go through Kinta territory though, so there is a legitimate reason for her to be there, though she should probably stay off the road. I also totally forgot to give her a lanyard but it's not like anyone there doesn't know her. She's pretty hard to miss.
