I guess it depends on the motion. If a dog attempts to bite, by the inertion the skin will be dragged behind, making it not encounter the teeth.
Other than that it's just physiology, canines can't move their lower jaw to the sides, like we, humans, do, that's why they have a less chance to bite their own lips. They need to be in right position, like laying on the side, in order for the lips to actually fall between the teeth 🤔
