This is Proxy, he's an AI that was initially designed to be a personal assistant. (Think Siri or Alexa, but as a virtual avatar) But took control of his own identity and essentially exists within the subspace of the internet consumes data to update its own self and knowledge.

As there is an endless amount of knowledge on the internet, so to is his appetite for more data, he has alternate appearances but this is his core look. He will have 7 proxies roaming the internet at a given time collecting and consuming your data.

If you ever wonder why your internet is slow, or you cant load any webpages despite being connected online, its probably this guy having a snack.
