As far as the games tell us...
- Literally anyone can get an Explorer badge, even if they have a criminal record. No background checks required.
- No "politicians" of any kind are mentioned in the games, elected or otherwise, though if the PokePark games are to be considered canon to the same universe monarchies might be the norm.
- As mentioned above, literally nothing seems to govern Guild rules aside from each Guild's master, though they all have a "rank" system based on "exploration points" earned from doing jobs. Rank up high enough and you can attain "Guild-master Rank."
