Awww poor puppy. There's quite a few ways to go about it, unfortunately the only one I know of is to have people the dog is not entirely familiar with give it little pieces of treats, so it sees that people = good things, but I know that doesn't work for all dogs. Worked for ours when she was people-shy, though it took a while.
Best of luck! It might take a bit, but if you keep up with socializing and getting her used to having people around she'll get there. :3

Yeah, we tried that but Scout won't take treats from everybody, no matter how much she wants them. The little shit. :P
Since the weather is getting nicer, I wanna take her out more to places where it's crowed and dogs are allowed. Not a dog park though exactly.
