They aren't horn, they are a part of her symbiot. The Krill(her species) use genetically altered living creatures has clothes, weapons, spaceship, etc.

I soo love this pic, Psyme is one hot alien, wish more of her was around, but with the game being one of those, "oh that looks crappy" when it's really not she doesn't get that much exposure.
