It looks amazing! You're definitely getting better! The only issue is the "hand" of the wing. The "thumb" of the hand uses similar proportions to a normal human hand in some aspects. The thumb will be generally parallel to the index finger when in that position. Also, the Lugia's wing is like a cone. It starts out skinny and goes out like a cone, meaning that you can draw the hand well by simply making a trapezoid. But other than the hand, I can see no big issues!
