His eyes would widen a bit, and dart around, and if he knew the person, he'd tentatively hug back, though in more of a reactionary way, like "well if they're hugging me, I guess I'd better hug back." In the case of somebody like Jeffery, with whom he's intimately involved, it'd be the same basic process but faster.

I always try to make Julius seem almost other-worldly, including his emotions. While most in his situation would be angry or actively sad, he's in more of a nebulous state in that he doesn't feel bitter or abandoned because he's never known an alternative. He sees himself as a loose end, doing what's necessary to keep himself in basic comfort until the clock runs out. Underneath all that, there are probably some more raw emotions but they're buried under 30 years of blankness and emerge rarely, and only in extraordinary circumstances. Even with consistent affection from his eventual companion, he'll never fully be 'normal,' that period of his life brief and long gone. But he may learn to at least nuzzle back, even if it's partially just reactionary.
