From L. Frank Baum's Oz series. Ruggado the Gnome King in one of the Emerald City's most devious opponents, not only in the books but also in his sinister reimagining in the classic film Return to Oz where he comes off nearly satanic.
The design here is my own imagination of the character, neither the illustrator's perspective based on the books or the movie version. He's a touch more misshapen, mottled, flippant.
