This is apparently the main antagonist in the Wii game Epic Mickey, a far more badass version of the classic Disney shorts villain who was in his original design more a spy in a flowing cloak.
In Epic Mickey The Blot has been reimagined as a monstrous all devouring force which Mickey himself accidentally created when he fooled with the wizard Yensid's magic.
The Phantom Blot and Oswald the Lucky Rabbit are squared off against each other although both ultimately want the same thing.
The one thing pure enough to allow them to escape the decaying Wasteland.
