An early and largely unsuccessful creation by the Canadian animation studio which would go on to make Carebears and Strawberry Shortcake, Rock and Rule was a surprisingly gritty and bizarre feature film set in the distant future.
After mankind wipes itself out with nuclear weapon, cats, rats, and dogs mutate into the new dominant life-form. This species builds a new civilization; a sort of cyberpunk cross between 70s era America and futuristic technology. The hottest rock star on the planet is Mok Swagger, not only a legend but also heavily into the occult. His life time project to resurrect a demon leads him to discover the key to opening a dimensional gateway; the power of one voice, one heart, one song.
This song turns out to be made by a down and out local group headed by the rebellious Omar and the testy but amiable Angel. However their band is falling apart because of internal conflict. Mok seizes this opportunity to offer Angel the chance to be a mega star under his employ, secretly grooming her from an apocalyptic concert to bring about Hell on Earth.
When Omar discovers these dark designs he sets out with the bass player and drummer to track her down, even as far as Nuke York itself.
Yes, this is one very weird movie but thank God somebody periodically goes insane in animation. Its the only way art can push forward; testing those limits and taking risks.
I still find it funny that the people who made the Carebears made this film that contains among other things death, drugs, satanic rituals, swearing, nudity, and rock and roll.
