Had to look it up; 'Evensong' by Lester Del Rey. It was in an anthology from the 1960s though, so I have no idea where you would find it now.
Basically, the protagonist escapes from unspecified captivity, attempts to hide on some park-like planet and is recaptured. At the end you find out he was god and men were the captors.
