I actually did some research.
The BliTZ game mechanic from Valkyria Chronicles is currently [not patented]
So if you wanted to make a valkyria chronicles fan game, on whatever engine you wanted, you could.
I have so many ideas for new classes but I dunno how to code.
Like maybe a class called Glass Cannons. These are engineers with stamina of a scout, that use machine guns. They can also plant up to 3 mines (reloadable, with mines not despawning when there's more than 3), use large ragnaid / revival ragnaid, and set up a limited number of sandbags (non reloadable) which can be broken and fixed at any time.
Glass Cannon be like: "Heehehee, engineer get to go BRRRR"
