oh I get it the "Tier" limit is like that rules follow the cards. like for Yugioh it depends on their type and attubutes, as well as name and theme set. for effects to work with.
but for your card game, the "Tier" is set for limits for which cards can be use in decks for fun or people who playing to only to win.
