It's a slang for skimpy dresses, started after "too many" female hollywood actors showed up on the red carpet, wearing extra revealing dresses, mainly to get more publicity.
A picture where you could see nipples poking the cloth and "possible" underwear (if they were wearing any) would quickly find its way into fasion and gosip magazines, the whole idea was/is "this actor showed up in a dress that showed a lot of skin, you can clearly see she isn't wearing any underwear, read all about this scandal, bad publicity goes around the world faster than any good publicity"
