Direct from the directors: So much of the plot of Zootopia was hinged on the carnivores vs. herbivores dichotomy that the creators avoided omnivores like raccoons, as they felt it would confuse the issue. Now that the series is expanding on the Zootopia universe, maybe that restriction will go away...
