Ofc! Im a bit of a jumper when talikng about platforms, but for skin making on PC I use three programs:
1. PMCSKIN3D (website) [Free]
(to create the basic model or rough draft)
2. GIMP (Program) [Free]
(Basically Photoshop but free, for gardients and detailing skins as well as backgrounds)
3. Blockbench (Program) [Free + Addons]
(for posing and making shots of th character, can also be used instead of PMCSKIN3D)
Im currently trying to edit my skins on mobile, but there are few applications that do what GIMP does,(i.e. Procreate) but takes a little more effort.
Skinseed is also an interesting alternative for mobile, but I personally feel it limits me. But for some reason (at least in IOS) you can create 128x skins but not load them.
