This isn't finished.. Still need the ears and eyes. Not sure of how I will do the eyes since the earlier attempts end up looking creepy. Also need to add color to the mouth and fix some things that might look awkward. This was meant to be my cheetah anthro character. But I'm not really sure on how to make hair. (not fur)
Wanted to practice more on 3D work so I don't forgot anything. Took a bit to remember everything.

In Blender the Fur and Hair particle are the same things, unless you would like to sculpt more of a static type hair form the primitives. If you were going to take that route then the Cone or Cylinder primitives might be your best bet. With your drawing style I would probably go with Cones and have 3-5 subdivisions along the edges depending on the curve you want to give the Hair; would also give the best taper and volume control, plus they look interesting when parts get squished or sculpted.
