Chuong: Governments don't need to try to obtain your personal information these days. They know because in order to use their services, you would volunteer your personal information to them anyways to help maintain communication with them. Tax refund services or opting in for any direct deposits from the government? They got forms for you to fill out with your bank info in them. Mobile phone numbers? Sorry, but you're automatically connected to government communications anyways. When the government sends out alert messages, they want to make sure everybody gets their messages.

Zax: That and convenient government services means they need your email and mobile phone number to maintain communications. Granted the government mail checks and letters to those who opt out from handing out their emails and mobile phone numbers but they don't like that because it's inefficient and they don't like using people's taxes to spend on paper.
