so this was originally going to be a Troll pic all those Lore gatekeepers in the 40k fandom know how they get for if they see something like this they get all upset and yell at me or something. (( those guys don't even have friends in their fandom, so sad. ))
but after working on this I liked how it turned out. I can for sure see this as a Unit in my Skaven clan. there as hunters and out and look for genestealer cults. their armor would be provided by the inquisition made for their kind and are trained to seek out and hunt down any cults heck they even go after Chaos cuts. setting up traps and even leading special imperium forces if the task might be too big to handle. but still, keep their race a secret.
if they do encounter any humans like citizens, workers, or, soldiers the hunters would put on a gasmask and have hoods over their head so they just look like they battle sister. but this is just to tell them to leave the area due to high lever threats and don't need anyone getting in the way Which is more like the truth. if anyone dare ask why (( which is rare for those who would question a sister of battle. they just hold up an inquisitor cross and they right away would leave.
this one too is that these female Skaven are tall 8-9 feet tall so their size is a bit intimating.
but anyways this one was fun to work might do more of them later.

the inquisition works with many Xenos just keep to themselves. as races as the imperium say they are. they have hired many to do their Dirty work. these. and since these Skaven are more Civil and not as aggressive as the Fantasy world one deal can be made. even if discovered all they do is brush it off as some kind of rumor or urban legion.

Damn I wish somebody had conversion parts so I could make a few of these.
I can't remember if Skaven have any natural warp resistance, given their spellcasters chew on warpstone (crystalized magic) for a power boost in a fight, or how much they work it into their gear and armor.

Well Tron, really wonderful work.
Although the revealing parts of the armor seem strange to me for power armor, but I recognize artistic freedom.
As for those lore puritans. Just ignore them. Your artwork is real art, so don't let yourself be limited. It would be a real shame.
As for the backstory you wrote. I'm glad you decided to further integrate your Skaven Clan (or Clan House) into Hive world society.
The Inquisition and the rulers of the hive cities, mostly, can recognize the usefulness. I can imagine that skavens, due to contact with warpstone, are immune to radiation and toxins that would kill an unmodified human in a matter of minutes. Which are exactly the conditions for places where genestealer cults are looking for shelter.
These Hunters, given their equipment and anticipated training, I would consider them a high elite unit. Small in number but very well equipped and trained.
Power armor can be made in the higher parts of hive cities. In a secret order from hive rulers or inquisitorial representatives.
I imagine a secret agreement between skaven´s matriarchs and hives rulers. "You will hunt xenos and heretics in the underhive and we will give you the necessary equipment."
Power armor technology would be one of the things that skavens could not produce themselves. Just because the authorities would stop such an effort immediately.
Conversely, chainsword is certainly a skaven´s production. And a very nice design.
Overall, the Hunters would be a unit of elite heavy infantry. While the Skaven Troopers serve as the Skavens' main military / security force, and therefore most likely under the command of the leaders of the individual colonies.
It protects occupied territories and convoys, or would be involved in major conflicts such as the destruction of rebel wasteland mutant settlements.
The Hunters would be under the highest clan command. Their main task is the complete eradication of everything that threatens the hive world and its production and thus the very survival of the skavens.
A genestealer and chaos cults are certainly in the top five list for immediate extermination.

Space Marines are the best known example.
But the Imperium has an extreme appetite for more and more high-quality warriors.
Mechanicus has done many experiments to create entire armies of such soldiers, with varying results. Cloning of selected individuals from the Imperial Guard, cyber and genetic modification, chemical and biological improvement. And the list goes on and on.
And a similar effort is being made in the so-called civilian sector. Planetary Governors, Imperial Nobility, Rogue Traders, Adeptus Munitorum. Everyone who has the means and technology tries to have both the best available weapon and defense against similar ones at hand.
And on hive world, cyber improvements and genetic modification may be available at a so-called reasonable price.
I guess this program is a creation of skaven's matriarchs when they realize that ordinary troopers are not enough to eliminate genestealers. At least not without too many losses.
When it comes to elite Hunters and ordinary Troopers. Do you have other possible types of soldiers in the service of Clan House Skaven in mind?

While I disagree on the "40k fans have no friends" thing since I am one and have quite a few, I'll freely admit that there are those types who'll reeeee over this.
Besides I got an anthro honey badger as a Khornate Berserker Chaos Spacemarine OC and plenty of 40k folks think he's cool.
