Steampunk problem: how to increase output power of engines, when all you have is coal?
Answer: mix uranium or plutonium powder with regular coal to increase it's energy output. Who cares about physics? Instead of classical black smoke, the engines will output fluorescent green or blue smoke.
Fix: to save themselves from radiation poisoning, machinists and townsfolk must snore a special drug mixture. It's not perfect, but works.
Side effect: anti-rad drug sometimes induces lycantropy (waking up dormant animal genes) or vampirism (immune system mutates, and person must require constant intake of blood plasma to survive).
Result: class struggle between vamp aristocrats and lycan entrepreneur/middle class.
