This is Tora, a character who's only appearance was the NES title Teenage Mutant Ninja Turtles II: the Arcade Game. He's a boss that hurls hunks of ice at you. I'm not the only person who's drawn fanart of this guy, you know. He's known in some circles!!
The wiki says he's a polar bear, but he looks more like a wolf to me... so I just compromised and categorized him as an alien.

Funny enough, the Lum-BEAR-Jack from Rhythm Heaven Fever is also an ostensible bear that actually has the appearance of a wolf to me.
