Lately I've been hand-drawing them (smoothed if using flash, or just raw in oC). But for the extra-roundness here I've just gone for a stock ellipse. n..n
The fur isn't too hard:
Select fur area,
Promote selection to new layer,
add noise,
smudge,
merge layer down
But I'm sure there's a nicer way.
