Commodore Alphonse Rho of the Pact Worlds fleet is a well-known hero of the Vesk invasion several years ago. A conscientious and cunning leader, he earned his renown (and gained his distinctive battle scar) when a desperate battle forced him off of his own vessel and into a risky boarding action, where he slew the commander of the Vesk fleet in single combat, despite being less than a third of the warrior's size. Now he leads a portion of the fleet that defends Absalom Station, as well as occasional diplomatic duties.

He and Frey are also an occasional - if covert - item together, despite the wild difference in their social strata; while they have exchanged no oaths together, they will often take advantage of the rare periods when they are both on Absalom to enjoy each other's company.
