I have no idea how, maybe she lost a bet, and this is her forfeit? Or perhaps this was Spyro's idea and she's forced to play along? Or maybe she's been frozen in place, and Tinker is just messing with her?
Tinker: "I hope you're having fun Cynder, cuz I definitely am!"
Cynder: (Grr... I do actually have to take a leak... but not like this! I can't relieve myself in a nappy! Not as an adult, and especially not in front of this little brat! it would rob me of all my dignity! I have to get out of this stupid costume fast!)

Hmm. This image now creates a nice little "What will happen next?" opening that a viewer could allow their imagination to run wild on how it would turn out for Cinder.
One way, of course, is that we get a little more teasing from Tinker as Cinder tries desperately to retain her pride, knows she's in a losing battle, and a negotiation is made that Tinker will have to do something for her after she lets the wetness into her nappy.
Another possibility is Cinder succeeds in squirming enough to free the nappy from herself and gives Tinker a smug grin as she wets the diaper from above while gloating on how he got what he wanted and he may take it after she ensures it is as moist and warm as he wanted it to be around her waist.
One final option is that, at the last moment, Spyro comes in and tells Tinker that the joke has gone far enough. Tinker agrees, frees Cinder, and she runs off for some privacy while proclaiming, "Payback's a bitch! And I'll most certainly be collecting when you least suspect it!". :)
